INVITATION TO BIDDERS

DRAINAGE, WATER AND WASTEWATER IMPROVEMENTS

The Project consists of: Drainage, Water and Wastewater Improvements. All work must conform to Federal, State, and local governmental rules and criteria.

Digital copies of the Plans and Specifications are on file at the Engineer’s office where they may be examined. The contractor qualifications section of the Contract Documents (Bidder’s Statement of Qualifications) may be acquired electronically by contacting the Engineer. Digital copies of the Plans and Specifications may be obtained from the Engineer on or after August 14, 2023. Contact Angela Ploetz at 512-439-4700 for copies.

A bid bond or cashier’s check payable to Palmera Bluff Development, Inc. in an amount not less than five percent (5%) of the Bid Proposal submitted (Bid Security), must accompany each Bid as a guarantee that, if awarded the Contract, the Bidder will, within seven (7) days of award of Contract, enter into a contract and execute bonds on the forms provided in the Contract Documents. The Owner reserves the right to reject any or all Bids and to waive any and all formalities in bidding. The Owner reserves the right to determine which Bids are lowest and are in the best interest of the Owner, and to award the Contract on this basis. The Bid Security of successful Bidder will be retained until such Bidder has executed the Agreement, furnished the required Contract security, and met the other conditions of the Notice of Award, whereupon the Bid Security will be returned. If the successful Bidder fails to execute and deliver the Agreement and furnish the required Contract security within seven (7) days after the Notice of Award, Owner may annul the Notice of Award and the Bid Security of that Bidder will be forfeited. The Bid Security of the other Bidders whom Owner believes to have a reasonable chance of receiving the award may be retained by Owner until the earlier of the seventh day after the Effective Date of the Agreement or the sixtieth (60th) day after the Bid opening, whereupon Bid Security furnished by such Bidders will be returned. Bid Security with Bids which are not competitive will be returned within seven days after Bid opening.

The Advertisement for Bids includes a required Statement of Qualifications with specific minimum qualifications that must be met in order for the Bid to be considered. Palmera Bluff Development, Inc. will hold a mandatory pre-bid conference at the Engineer’s office, 2700 La Frontera Boulevard, Suite 150 Round Rock, Texas 78681, at 2:00 p.m., August 22, 2023, to discuss the process and the required qualifications statement. The Statement of Qualifications with notarized signatures must be submitted to the Engineer no later than 2:00 p.m., September 5, 2023 from each interested Bidder.

NOTICE OF SOLICITATION

The Williamson County Commissioners’ Court invites the submission of sealed responses for:

RFP 23RFSQ102 Engineering Services for Planning RM 1431

Sealed responses will be publicly opened and read aloud in the Williamson County Purchasing Office located at 100 Wilco Way, Suite P101, Georgetown, Texas 78626 on August 31, 2023, at 03:00 PM CST. All sealed responses must be received on or before the stated date/ time.

Solicitation documents can be viewed by visiting the Williamson County Bonfire Portal at https://wilco.bonfirehub.com/portal/?tab=openOpportunities or by visiting the Williamson County Purchasing website at https://wilco.bonfirehub.com/portal/?tab=login and selecting vendor registration link. Georgetown Housing Authority

Project will rehabilitate 158 residential dwelling units, GHA office, Senior Center, Activity Learning center, gazebos and site cedar fences with exterior wood repairs. Demolition of the rotten rough cedar privacy entries, removing all deteriorated wood and fascia boards, trim, soffits, wood siding, wood fencing and paint exterior surfaces.

Funding for FY21: $330,000

Annual Goals: Public Facilities and Infrastructure Improvements

Target Areas: Georgetown Housing Authority

Priority Needs Addressed: Improve Public Facilities

Goal Outcome Indicator: 260 people

Project will rehabilitate 104 units at Stonehaven Public Housing with required electrical upgrades. Including but not limited to, provide and install new meter bases, new meters, and new main disconnect switches at the service entry to each dwelling unit. Provide and install new copper ground wire and rod at each service to comply with current code. Upgrade any existing ungrounded circuits to three-wire grounded circuits. Extend larger service wiring from new meter base to the existing location of the load center (breaker panel) inside the unit. Provide and install a new 100-amp (or larger) load center in units where there is presently a 70-amp load center, complete with all new circuit breakers for existing circuits. Replace all switches and plugs. Install GFCI’s. Replace riser pipes to meter cans. Install smoke detectors in bedrooms. Replacement of Exterior pad-mounted fused distribution panels. Upgrade the exterior pad-mounted fused distribution panels adjacent to pad-mounted transformers. In addition, some of the conduits entering the panels on pad-mounted transformers and into metering enclosures were observed to be corroded and exposes conductors to unauthorized personnel. The external metal service entrance conduits need to be grounded at the panels and conduit needs to be reworked.
