Sealed proposals, in duplicate, addressed to, WBW Single Development Group, LLC - Series 103 ON BEHALF OF WILLIAMSON COUNTY MUD NO. 16, for the construction of Williamson County MUD No. 16– 24" Waterline Extension to Rancho San Gabriel in Williamson County, Texas, will be received at the office of Yalgo Engineering, LLC, 109 W 2nd St. Ste. 201 Georgetown, Texas UNTIL 2:00 PM ON THE DATE OF DECEMBER 7, 2023 at which time the proposals will be publicly opened and read aloud. No faxed bids will be accepted. Any proposals received after the closing time will be returned unopened. The bid is for all the Improvements for the project, which includes approximately 5 miles of water mains, bores and crossings, continuing service to existing customers, and other necessary appurtenances to construct the project. A Cashier's Check or Certified Check upon a national or state bank or Bid Bond payable to WBW Single Development Group, LLC - Series 103 in an amount not less than five percent (5%) of the total bid (Bidder's Check or Bid Bond), must accompany the bid proposals as a guarantee that, if awarded the contract, the bidder will within ten (10) days of the award of the contract, enter into a contract and furnish an acceptable performance and payment bond in the amount of one hundred percent (100%) of the contract price. The Bidder's Check or Bid Bond will be forfeited and become the property of the Owner should the bidder fail to enter into a contract and furnish bonds acceptable to the Owner within ten (10) days after award of the contract. The notice of award of a contract shall be given by the Owner within sixty (60) days after the bid opening. The Bidder's Check or Bid Bond must be enclosed in the same envelope as the bid. Bids without a Bidder's Check or Bid Bond will not be considered. All bid securities will be returned to the respective bidders within seventy-two (72) hours after bids are opened, except the three most qualified bidders, which the Owner elects to hold until the successful bidder has executed the contract. Thereafter, all remaining securities, including security of the successful bidder after entering into a contract, will be returned within forty-five (45) days of the notice of award. The successful bidder must furnish performance bond and payment bond in the amount of one hundred (100%) percent of the contract price from an approved surety company holding a permit from the State of Texas to act as a surety (and acceptable according to the latest list of companies holding certificates of authority from the Secretary or the Treasury of the United States) and having Best Key Rating Guide of A or better.
No proposals shall be withdrawn for sixty (60) days after the opening of the bids.
The Owner reserves the right to reject any and/or all bids and to waive all formalities in the bidding process. The Owner also reserves the right to determine which bid is most advantageous and would result in the best and most economical completion of the Project, and to award the contract on this basis.
