A bid that, in the opinion of Jonah Water Special Utility District’s staff, deviates significantly from the required specifications, and which has not been clarified through a written addendum before the bid submittal deadline, shall be considered an exception to the contract documents and grounds for the bid to be rejected.
Contract time is of the essence and substantial completion shall be no later than 180 calendar days after execution of the contract.
The owner reserves the right to reject any and all bids and to waive any informalities and irregularities in bids received.
