INVITATION TO BIDDERS

Sealed bids addressed to Highlands at Mayfield Ranch Municipal Utility District will be received at the office of Quiddity Engineering LLC, 912 Capital of Texas Highway, Suite 300, Austin, Texas 78746, until 11:00 a.m. Local Time, Monday, May 4, 2026, and then publicly opened and read for furnishing all plant, labor, material and equipment and performing all work required for the construction of 2026 Pond Nos. 4 & 5 Sediment Removal.

The project is located in Williamson County. Pond 4 is located on the east side of Soma Cove just south of Hannover Way. Pond 5 is located on the east side of Winnie Place just north of Mayfield Ranch Blvd.

The Scope of Work of the Contract includes the removal and offsite disposal of sediment from the forebay of Pond No. 4 and the sediment from the main pool and forebay of Pond No. 5.

For construction contracts $50,000 and over but less than $250,000, the bidder shall submit a certified or cashier's check on a responsible bank in the State of Texas equal to five percent (5%) of the maximum total bid amount.  For construction contracts over $250,000, the bidder shall submit either a 5% certified or cashier's check or a 5% bid bond of the maximum total bid amount.  Make the cashier's check or bid bonds payable to the Owner.

Prospective bidders must provide a Statement of Qualifications no later than the pre-bid meeting.  Bids will not be accepted from any bidder who fails to submit the required documentation.

The successful respondent on a public works contract exceeding $100,000 will be required to post a performance bond, up to the full amount of the contract, upon execution from an approved Surety Company.

The Williamson County Commissioners Court reserves the right to accept the best value response as deemed by the Court or reject any and/or all responses.

The receipt of electronic responses will be registered in Euna (formerly known as Bonfire). The Time-Date Stamp Clock located at the Williamson County Purchasing Department will serve as the official clock for the purpose of verifying the date and time of receipt of paper responses.

NOTICE OF REQUIREMENT TO COMPLY WITH THE SUBDIVISION SERVICE EXTENSION POLICY OF AQUA WATER SUPPLY CORPORATION

Pursuant to Texas Water Code, §13.2502, Aqua Water Supply Corporation hereby gives notice that any person who subdivides land by dividing any lot, tract, or parcel of land, within the service area of Aqua Water Supply Corporation, Certificate of Convenience and Necessity No. 10294, in Bastrop, Caldwell, Williamson, Lee, Fayette and Travis Counties, into two or more lots or sites for the purpose of sale or development, whether immediate or future, including re-subdivision of land for which a plat has been filed and recorded or requests more than two water service connections on a single contiguous tract of land must comply with the Rules and Regulations Concerning Aqua’s Service to Subdivisions (the "Subdivision Policy") contained in Aqua Water Supply Corporation's tariff.

Aqua Water Supply Corporation is not required to extend retail water utility service to a service applicant in a subdivision where the developer of the subdivision has failed to comply with the Subdivision Policy.

Applicable elements of the Subdivision Policy include:

Evaluation by Aqua Water Supply Corporation of the impact a proposed subdivision service extension will make on Aqua Water Supply Corporation's water supply system and payment of the costs for this evaluation;

Payment of reasonable costs or fees by the developer for providing water supply capacity;

Payment of fees for reserving water supply capacity;

Forfeiture of reserved water supply capacity for failure to pay applicable fees;

Payment of costs of any improvements to Aqua Water Supply Corporation's system that are necessary to provide the water service;

Construction according to design approved by Aqua Water Supply Corporation and dedication by the developer of water facilities within the subdivision, following inspection.
