The City of City of Liberty Hill reserves the right to accept or reject any and all proposals, to accept any proposal deemed advantageous and to waive irregularity in the proposals. The City also reserves the right to waive or dispense with any of the formalities contained herein. By submitting a proposal, the Proposer acknowledges and will adhere to all specifications as stated within this request for proposal document. The City will choose the combination of insurance plans it determines to be in its best interest, which may mean that a number of contracts could be awarded. The City reserves the right to award several contracts which may result in a respondent receiving a contract for only one coverage, even if the respondent submitted a proposal for several coverages.

Scope:
The awarded contractor shall provide all labor, materials, equipment, permits, and supervision necessary to complete the project, including but not limited to the following:
HVAC Equipment Installation
•Supply and install three (3) new 5-ton gas furnaces
•Supply and install three (3) new 5-ton A/C condensers
•Units must be single-stage systems
•Acceptable brands: Lennox or Carrier
Ductwork
•Remove existing ductwork serving five (5) classrooms
•Supply and install new ductwork to serve the five (5) classrooms
•Ensure proper air distribution and balanced airflow
Additional Requirements
•Work includes all necessary gas plumbing modifications and installation
•Work includes all necessary electrical work for HVAC equipment
•Contractor may self-perform or subcontract plumbing and electrical work, but contractor is responsible for all work completed
Other Expectations
•Contractor shall remove and properly dispose of all old equipment and materials
•All work must meet applicable local codes, state requirements, and manufacturer specifications
•Contractor shall verify all field measurements prior to installation

INVITATION TO BID
Separate sealed bids addressed to Vale Building Group, LLC, will be received until 2:00 p.m. on Monday, July 20, 2026, electronically via Civcast (Attn: Eddie Vale, President) at which time they will be publicly opened and read aloud for VALE BUILDING GROUP, LLC FBO WILLIAMSON COUNTY MUNICIPAL UTILITY DISTRICT NO. 38 PRAIRIE SPRINGS 0.100 MGD WASTEWATER TREATMENT PLANT – PHASE I.

Scope of Work of the contract includes furnishing all labor, materials, tools, and equipment for the installation of the proposed WWTP, including package MBR WWTP, influent lift station, bolted steel aeration tank, equipment foundations, crushed limestone driveway and pavement, storage building, yard piping, electrical, chain link fence, outfall swale, and all associated site work.
Bids must be submitted on the Bid Form provided, and must be accompanied by a bid security in a penal sum approximately equal to and not less than five percent (5%) of the total amount of the bid. The security may be in the form of a certified check, cashier’s check or bid bond furnished by a reliable surety company having authority under the laws of Texas to write surety bonds in the amount required, with such security made payable without recourse to Vale Building Group, LLC.
State statutes including wage and hour provisions and contract regulations must be adhered to as they relate to this Project. Contractors will be required to comply with all applicable Equal Employment Opportunity laws and regulations.
Copies of the bidding documents may be reviewed and obtained from www.CivcastUSA.com, Project ID: “Williamson County Municipal Utility District No. 38 Wastewater Treatment Plant.” Bidders must register on this website in order to view and/or download specifications, plans, soils report, and environmental reports for this Project. There is no cost to view or download documents. Addenda are only available at the above site. It is the Bidder’s responsibility to check the site for the issuance of any addenda. All bid submittals must comply with requirements set out in the Contract Documents or be considered non-responsive.
A virtual MANDATORY Pre-Bid Conference will be held at 10:00 a.m., on Wednesday, July 1, 2026 on Microsoft Teams. Representatives of the Owner and Engineer will be present to discuss the project. Access instructions for the pre-bid conference will be posted on Civcast.
A cashier's check, certified check, or acceptable Bid Bond, payable to the order of Vale Building Group, LLC, in an amount not less than five percent (5%) of the total Bid must accompany each Bid as a guarantee that, if awarded the Contract, the Bidder will promptly enter into the Contract and execute forms contained in the Contract Documents within fifteen (15) days after the Notice of Award. If the contract is to be awarded, the Owner will issue a Notice of Award to the successful Bidder within sixty (60) days after the day of the bid opening.
The right is reserved, as the interest of the Owner may require, to reject any and all bids based on past experience with the prime contractor and/or his listed subcontractors, and to waive any informalities in bids received. The right is also reserved to eliminate a portion of the work or add additional work as required to keep the total contract amount within the funds budgeted. The Owner also has the right to award any parts or combination of parts of the project it deems necessary.
