INVITATION TO BIDDERS
Sealed Bids addressed to Williamson County Municipal Utility District No. 41, Attention: President, Board of Directors, will be received at the office of JA Wastewater, 3410 Far West Blvd. Ste 170, Austin, TX 78731 until 3:00 p.m. Local Time, October 14, 2026, and then publicly opened and read for “Construction of Melina Phase I Wastewater Treatment Facility”.
Scope of Work of the Contract Documents includes the following: Construction of the Melina Phase 1 Wastewater Treatment Facility (WWTF) designed to treat an average daily flow of 150,000 gallons per day of domestic-strength residential wastewater using an activated sludge system manufactured by Southwest Fluid Products (SWFP). The components to be supplied and installed by SWFP include headworks, aeration basins, clarifier, tertiary filter, chlorine contact chamber, flume, aerobic digesters, non-potable water pump station, chemical systems, and associated appurtenances. Other components to be furnished and installed by the general contractor include an influent lift station, effluent pump station, foundation, and equipment pads for SWFP equipment, yard piping, site electrical, access road, fencing, and all ancillary equipment as shown in the Plans and Specifications.
Bids received after the closing time will be returned unopened. A MANDATORY pre-bid conference will be held on September 24, 2026, at 10:00 am Local Time, at the Melina Phase I WWTF site, located approximately 1.2 miles northeast of the intersection of County Road 110 and University Boulevard, in Williamson County, Texas 78626. Attendance by each prospective bidder or its representative at the pre-bid conference is MANDATORY.
Each Bid must be accompanied by a Bid bond or a certified or cashier’s check, acceptable to the Owner, in an amount not less than two percent (2%) of the total amount Bid, as a guarantee that the successful bidder will enter into the Contract Documents and execute the Bonds on the forms provided and provide the required insurance certificates and Bonds within seven (7) days after the date Contract Documents are received by the successful bidder. If a certified or cashier’s check is provided, the successful bidder shall deliver, at the bid opening address, the original certified or cashier’s check within one (1) business day of receipt of the bid opening.
By submitting a Bid, Bidder acknowledges and agrees that the Contract Documents may be accepted, executed, or agreed to using an Electronic Signature, as defined by and in accordance with Owner’s Electronic Signature Rules for Construction Contracts.

The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding or bidding process except the time for submitting a Bid. The successful bidder, if any, will be the responsible bidder, which in the Board’s judgment will be most advantageous to the District and result in the best and most economical completion of the Project.
The requirements of Subchapter J, Chapter 552, Government Code, may apply to this Bid and the bidder agrees that the Contract Documents can be terminated if the bidder knowingly or intentionally fails to comply with a requirement of that subchapter.

Purpose: The City of Liberty Hill seeks to enter into an agreement with a qualified Individual, Firm or Corporation, to develop, implement, administer, and operate an on-demand public transportation rideshare program serving residents and visitors within a defined service area. The City seeks a turnkey public transportation partner capable of coordinating standard on-demand rideshare service, complementary ADA-compliant wheelchair accessible vehicle (WAV) service, rider access methods, data reporting, community outreach, and ongoing program administration under a single prime contract.
This solicitation is for public transportation services. The City is not seeking a commodity purchase, a public works contractor, or a standalone software vendor. Respondents may utilize established third-party rideshare platforms, rider access tools, dispatch systems, subcontractors, and administrative processes, provided that the prime contractor remains solely responsible to the City for implementation, service delivery, subcontractor oversight, compliance, performance reporting, and contract administration.
The City intends to award one contract to the respondent whose proposal is determined to be the most advantageous to the City, considering experience, service model, accessibility, implementation capability, reporting, and price. The City will not consider proposals in which a new City-managed fleet is considered part of the package.
