NOTICE OF INTENTION TO ISSUE

CITY OF LIBERTY HILL, TEXAS, COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION

TAKE NOTICE that the City Council of the City of Liberty Hill, Texas, shall convene at 6:00 p.m. on September 10, 2025, at its regular meeting place in Council Chambers/Municipal Court at 2801 Ranch Road 1869, Liberty Hill, Texas 78642 and, during such meeting, the City Council will consider the passage of one or more ordinances authorizing the issuance of not to exceed $18,550,000 total principal amount of certificates of obligation, in one or more series (collectively, the "Certificates"), bearing interest at any rate or rates not to exceed the maximum interest rate authorized by law, as shall be determined within the discretion of the City Council at the time of issuance of the Certificates, and maturing over a period of not to exceed thirty (30) years from their date of issuance, for the purpose of paying contractual obligations to be incurred for (i) acquisition, purchase, construction, improvement, renovation, enlarging and equipping property, buildings, structures, facilities and related infrastructure for the City's Water and Sewer System and purchasing land or easements therefore; and (ii) related professional services, including legal, fiscal, engineering and design fees, and costs of issuance, and such Certificates are to be payable from ad valorem taxes and surplus net revenues of the City's Water and Sewer System.

The following information required pursuant to Texas Local Government Code, Section 271.049 to be provided by the City excludes $3,115,000 in principal amount of outstanding public securities that the City has designated as self-supporting and which the City reasonably expects to pay from revenues sources other than ad valorem taxes ("Self-Supporting Debt"); provided, however, that in the event that such self- supporting revenue sources are insufficient to pay debt service, the City is obligated to levy ad valorem taxes to pay such debt obligations. The estimated combined principal and interest required to pay the Certificates on time and in full is $36,215,729.17. Such estimate is provided for illustrative purposes only and is based on an assumed interest rate of 5.00%. The City anticipates that all or a portion of the Certificates will be Self-Supporting Debt. Such estimates take into account a number of factors, including the issuance schedule, maturity schedule and the expected ratings of the proposed Certificates. Market conditions affecting interest rates vary based on a number of factors beyond the control of the City, and the City cannot provide any assurance regarding the rate of interest that the Certificates will bear upon their issuance. As of the date of this notice, the aggregate principal amount of outstanding public securities of the City secured by and payable from ad valorem taxes (excluding public securities secured by an ad valorem tax but designated by the City as self-supporting) is $4,045,000, and based on the City's expectations, as of the date of this notice the combined principal and interest required to pay all of the outstanding public securities of the City secured by and payable from ad valorem taxes (excluding public securities secured by an ad valorem tax but designated by the City as self-supporting) on time and in full is $4,913,710. The Certificates are to be issued, and this notice is given, under and pursuant to the provisions of Subchapter C of Chapter 271, Texas Local Government Code, as amended.

NOTICE OF RULES GOVERNING DISTRICT PROPERTY AND PENALTIES FOR VIOLATION

West Williamson County Municipal Utility District No. 1 (the “District”) has adopted rules (the “Rules”) governing the use of its greenbelts, trails, and fencing (the “District Property”).  The Rules regulate conduct and activities within the District Property and limit hours of access.  Violation of the Rules may subject the violator to a penalty in an amount not to exceed $5,000 per offense, and to payment of all costs incurred by the District as a result of the violation.
