The Williamson County Commissioners’ Court invites the submission of sealed responses for:

Sealed responses will be publicly opened and read aloud in the Williamson County Purchasing Office located at 1848 Texas Trail, Georgetown, Texas 78626 on September 24, 2026, at 3:00 PM CST. All sealed responses must be received on or before the stated date/ time.
A Non-Mandatory Pre-Solicitation Conference will be held on Thursday September 10, 2026, at 10:00 AM at the Williamson Administration Building located at 1848 Texas Trail, Georgetown, Texas 78626.
Solicitation documents can be viewed by visiting the Williamson County Euna (formerly known as Bonfire) Portal at https://wilco.bonfirehub.com/portal/?tab=openOpportunities or by visiting the Williamson County Purchasing website at https://wilco.bonfirehub.com/portal/?tab=login and selecting vendor registration link. SCOPE OF WORK
The work generally includes mobilization; traffic control; construction staking; preparation and scarification of the existing subgrade; furnishing, spreading and mixing lime; moisture conditioning; compaction; curing; proof rolling; correction of unsuitable areas; field and laboratory testing; fine grading; dust and erosion control; cleanup; site restoration; and all incidental work required for a complete project in accordance with the plans and geotechnical recommendations.
BID INFORMATION
Each bid must state the unit price per square yard, included lime application rate, stabilization depth, mobilization time, estimated construction duration, unit price for additional lime, unit price for unsuitable-subgrade remediation, and all assumptions, qualifications and exclusions. Final payment quantities will be based on the contract documents and verified installed quantities.

The base bid shall include all labor, materials, equipment, supervision, engineering, coordination, layout, temporary facilities, cleanup and incidentals necessary to furnish a complete entrance project in accordance with the issued plans and specifications, including:
Project requirements: general conditions, site supervision, project insurance, construction signage, layout survey, lifting equipment, temporary toilet/utilities, dumpsters, cleanup, submittals and weekly schedule updates.
Structural design and foundations: Texas-stamped structural engineering for the timber entry tower and footings; tower footings; primary and secondary monument-wall footings; embed plates and related structural connections.
Timber entry tower: one Douglas-fir timber entry tower, complete material and labor, including fabrication, erection, staining and sealing.
Monument walls and masonry: primary sign wall and series of secondary entry walls with CMU cores, stone veneer and cut-stone caps, complete per plans and details.
Monument signage: primary tower logo, primary wall signage with faux-corten pin-mounted lettering, and secondary 'NorthVista' faux-corten pin-mounted lettering, including shop drawings, supports, attachment and installation.
Landscaping: soil preparation and imported soils, planting, sod, hydroseed, mulch, edging, river rock and all landscape materials, installation, establishment and warranty required by the plans.
Irrigation: complete permanent and temporary irrigation systems, controls, piping, valves, heads, sleeves, testing, startup and owner training.
SEPARATE ALTERNATES
Bidders shall separately price: (A) SWPPP preparation, controls and inspections; (B) erosion-control installation and maintenance; (C) construction-material and geotechnical testing; (D) site lighting, electrical power, conduit, wiring and controls; (E) utility extensions and connections; (F) LUE, tap and other utility fees; and (G) payment and performance bonds. Clearly identify any other exclusion.
BID BREAKDOWN AND COMPLETION
Provide an itemized schedule of values matching the categories above, proposed subcontractors, allowances, exclusions, alternates, mobilization date and calendar-day duration. The anticipated construction period is approximately two months, subject to weather, material availability and approved scope changes. The successful contractor shall submit and maintain a weekly project schedule with each payment application.

The Georgetown City Council will conduct a public hearing at 6:00 p.m. on September 8, 2026, in the City Hall Council Chamber at 510 West 9th St., Georgetown, Texas 78626 to consider amending Chapter 13.28 of the Code of Ordinances revising the drainage utility fees for the drainage utility system in the City of Georgetown, Texas.
Interested persons are entitled to speak for or against the proposed ordinance amendment as shown in full, below.
ORDINANCE NO. _______________
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, AMENDING CHAPTER 13.28 OF THE CODE OF ORDINANCES ENTITLED “DRAINAGE UTILITY” AND REVISING STORMWATER DRAINAGE FEES; REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS; INCLUDING A SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, the City of Georgetown has developed and maintains a municipal drainage system for the collection, conveyance, control, and management of stormwater runoff within the City’s incorporated limits; and
WHEREAS, the current ordinances, processes and policies adopted on January 10, 2012, are inadequate to effectively regulate and manage the City drainage system; and
WHEREAS, the City of Georgetown wishes to develop more relevant and applicable ordinances, processes, and policies that are more effective, and
WHEREAS, the City established its current stormwater drainage fees in 2012 and has determined that revisions are necessary to ensure that the stormwater drainage utility is self-supporting and that its fees adequately recover the costs of providing stormwater drainage services; and
WHEREAS, the proposed stormwater drainage fees are necessary to fund the utility’s operating expenses and capital improvements; and
WHEREAS, after publication of notice three times in the Williamson County Sun as required by state law, the City Council held a public hearing regarding the proposed stormwater drainage fees on September 8, 2026, in accordance with applicable law; and
WHEREAS, the City Council desires to adopt the proposed stormwater drainage fees, effective for utility bills issued on or after October 1, 2026; and
WHEREAS, the City Council finds that the amendments to Chapter 13.28 set forth herein are necessary, reasonable, and in the best interests of the City and the public; and
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT:
Section 1. The meeting at which this ordinance was approved was conducted in compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551.
Section 2. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim.
Section 3. Chapter 13.28 “Drainage Utility” of the Code of Ordinances, including Section 13.28.100 “Calculation of Drainage Utility Drainage Fees” is hereby amended as shown in Exhibit A.
Section 4. All ordinances or resolutions that conflict with the provisions of this ordinance are hereby repealed, and all other ordinances or resolutions of the City not in conflict with the provisions of this ordinance shall remain in full force and effect.
Section 5. If any provision of this ordinance, or application thereof, to any person or circumstance, shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance, which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable.
Section 6. The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This Ordinance shall become effective and be in full force and effect in ten (10) days on and after publication in accordance with the provisions of the City Charter of the City of Georgetown.
