Williamson County will be awarded a Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) FY26 (October 1, 2026-September 30, 2027) funding  allocation to successfully support community development and affordable housing efforts in low  and moderate income areas throughout the County. NOTICE OF AMENDED DISTRICT OFFICES AND REGULAR MEETING PLACES OF WILLIAMSON COUNTY MUNICIPAL UTILITY DISTRICT NO. 21

THE STATE OF TEXAS        

COUNTY OF WILLIAMSON        

TO THE RESIDENTS AND TAXPAYERS OF WILLIAMSON COUNTY MUNICIPAL UTILITY DISTRICT NO. 21 AND TO ALL PERSONS INTERESTED IN THE MEETINGS OF THE BOARD OF DIRECTORS OF SUCH DISTRICT:

The Board of Directors of Williamson County Municipal Utility District No. 21 previously established offices for the District and regular meeting places for the Board pursuant to Section 49.062, Texas Water Code.  The Board of Directors of Williamson County Municipal Utility District No. 21 has amended the offices and meeting places of the District.

NOTICE IS HEREBY GIVEN by the Board of Directors of Williamson County Municipal Utility District No. 21 that:

District offices are hereby established at: (i) the offices of Armbrust & Brown, PLLC, located at 100 Congress Ave., Suite 1300, Austin, Texas 78701; and (ii) the offices of Jones-Heroy & Associates, Inc., located at 13915 N. Mopac Expressway, Suite 200, Austin, Texas 78728.  Said offices are hereby established for the purpose of opening bids for construction contracts and for the purpose of filing and maintaining the District's records.

Meeting places of the Board are hereby established at: (i) the offices of Armbrust & Brown, PLLC, located at 100 Congress Ave., Suite 1300, Austin, Texas 78701; (ii) 100 Congress Ave., Suite 875, Austin, Texas 78701; (iii) the offices of Jones-Heroy & Associates, Inc., located at 13915 N. Mopac Expressway, Suite 200, Austin, Texas 78728; and (iv) the offices of RBR GENPAR, LLC, located at 8701 North Mopac Expressway, Suite 450, Austin, Texas 78759, all of which are hereby declared to be public places and open to the public.

The mailing address of the District shall be c/o Armbrust & Brown, PLLC, located at 100 Congress Ave., Suite 1300, Austin, Texas  78701.

All residents and taxpayers of Williamson County Municipal Utility District No. 21 and all other interested persons are hereby invited to attend all meetings of the Board of Directors.

WILLIAMSON COUNTY MUD NO. 44

INVITATION TO BIDDERS

Sealed Bids addressed to  WILLIAMSON COUNTY MUD NO. 44, Attention Lauren Crone, P.E., LJA Engineering, Inc., will be received electronically or at the office of LJA Engineering, Inc., 7500 Rialto Boulevard Building II Suite 100 Austin, Texas 78735, until 2:00 p.m. Local Time, March 12, 2026, and then publicly opened and read at LJA Engineering Inc. for “The Vantage Phase 3 and The Vantage Bridgewater Phase 2 for WILLIAMSON COUNTY MUD NO. 44 of Williamson County, Texas.” In addition to the opening of sealed Bids at the address above, you may view the public opening of sealed Bids via Microsoft Teams.

Scope of Work of the Contract Documents includes the following: Street, Erosion Control, Water, Wastewater and Drainage improvements.

Bids received after the closing time will be returned unopened.  A NON-MANDATORY pre-bid conference will be held in person on March 5, 2026, at 3:00p.m. Local Time, at LJA Engineering, Inc. 7500 Rialto Boulevard, Building II, Suite 100 Austin, Texas 78735 or via Teams Link.

Each Bid must be accompanied by a Bid bond or a certified or cashier’s check, acceptable to the Owner, in an amount not less than two percent (2%) of the total amount Bid, as a guarantee that the successful bidder will enter into the Contract Documents and execute the Bonds on the forms provided and provide the required insurance certificates and Bonds within seven (7) days after the date Contract Documents are received by the successful bidder.  If a certified or cashier’s check is provided, the successful bidder shall deliver, at the bid opening address, the original certified or cashier’s check within one (1) business day of receipt of the bid opening.

Copies of the bidding documents may be reviewed and obtained from www.CivcastUSA.com: search The Vantage Phase 3.  Bidders must register on this website to view and/or download specifications, plans, soils report, and environmental reports for this Project.  There is NO charge to view or download documents.

Bidding documents may be examined at 7500 Rialto Boulevard Building II Suite 100 Austin, Texas 78735 or may be obtained by prospective bidders or suppliers upon payment of One Hundred Fifty Dollars ($150.00 non-refundable plus cost of delivery) for each set of documents. Checks should be made payable to LJA Engineering, Inc.  No cash will be accepted.

A bidder submitting electronic Bids must submit its Bid and Bid Securities in compliance with Texas Water Code Section 49.2731 Electronic Bidding Rules and all electronic Bids and Bid Securities must be submitted through CivCast.  Bidder must register on this website to submit a Bid and Bid Security and there is no charge to submit Bids and Bid Securities on this website.

By submitting a Bid, bidder acknowledges and agrees that the Contract Documents may be accepted, executed or agreed to through the use of an electronic signature.

The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding or bidding process except the time for submitting a Bid.  The successful bidder, if any, will be the responsible bidder, which will be most advantageous and result in the best and most economical completion of the Project.

The requirements of Subchapter J, Chapter 552, Government Code, may apply to this Bid and the bidder agrees that the Contract Documents can be terminated if the bidder knowingly or intentionally fails to comply with a requirement of that subchapter.
