CITY OF LIBERTY HILL, TEXAS   NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN THAT a public hearing will be conducted by the City Council of Liberty Hill, Texas on June 24, 2026 at or after 6:00 p.m. at City Council Chambers, 2801 Ranch Road 1869, Liberty Hill, Texas 78642. The public hearing will be held to consider proposed assessments to be levied against the assessable property within Improvement Area #3 and Improvement Area #4 of the Butler Farms Public Improvement District (the “District”) pursuant to the provisions of Chapter 372 of the Texas Local Government Code, as amended (the “Act”).

The general nature of the proposed public improvements (collectively, the “Authorized Improvements”) may include: (i) the establishment of parks and open space, together with the design and construction of any ancillary structures, features or amenities such as trails, pavilions, community facilities, irrigation, walkways, lighting, benches, trash receptacles and any similar items located therein; (ii) landscaping; (iii) acquisition, construction, and improvement of water, wastewater and drainage facilities; (iv) acquisition, construction and improvement of streets, roadways, rights-of-way and related facilities and safety improvements; (v) entry monumentation and features; (vi) signage; (vii) projects similar to those listed in subsections (i) — (vi) above; and (viii) payment of costs associated with constructing and financing the public improvements listed in subsections (i) — (vii) above, including costs of establishing, administering and operating the District, costs of issuance, funding debt service and capitalized interest reserves and credit enhancement fees of any bonds issued by or on behalf of the District, if necessary. These Authorized Improvements shall promote the interests of the City and confer a special benefit upon the District.

The total costs of the Improvement Area #3 Improvements, including the First Year Annual Collection Costs and Bond Issuance Costs, are approximately $28,883,363 of which $12,135,000 is proposed to be levied. The total costs of the Improvement Area #4 Improvements, including the First Year Annual Collection Costs and Bond Issuance Costs, are approximately $2,276,101 of which $715,000 is proposed to be levied.

The boundaries of the District include approximately 366.455 acres of land generally located south of County Road 206 and northwest of the intersection of County Road 200 and Highway 29, located within the corporate limits of the City, as more particularly described by a metes and bounds description available at Liberty Hill City Hall located at 926 Loop 332, Liberty Hill, Texas 78642, and available for public inspection. The boundaries of Improvement Area #3 of the District include approximately 128.94 acres within the District. The boundaries of Improvement Area #4 of the District include approximately 7.971 acres within the District.

The City will choose the combination of insurance plans it determines to be in its best interest, which may mean that a number of contracts could be awarded.  The City reserves the right to award several contracts which may result in a respondent receiving a contract for only one coverage, even if the respondent submitted a proposal for several coverages.

Scope:

The awarded contractor shall provide all labor, materials, equipment, permits, and supervision necessary to complete the project, including but not limited to the following:

HVAC Equipment Installation

•Supply and install three (3) new 5-ton gas furnaces

•Supply and install three (3) new 5-ton A/C condensers

•Units must be single-stage systems

•Acceptable brands: Lennox or Carrier

Ductwork

•Remove existing ductwork serving five (5) classrooms

•Supply and install new ductwork to serve the five (5) classrooms

•Ensure proper air distribution and balanced airflow

Additional Requirements

•Work includes all necessary gas plumbing modifications and installation

•Work includes all necessary electrical work for HVAC equipment

•Contractor may self-perform or subcontract plumbing and electrical work, but contractor is responsible for all work completed

Other Expectations

•Contractor shall remove and properly dispose of all old equipment and materials

•All work must meet applicable local codes, state requirements, and manufacturer specifications

•Contractor shall verify all field measurements prior to installation
