The Board of Directors of the District adopted the Rules at its August 19, 2025 meeting pursuant to the authority set forth at Section 54.205 of the Texas Water Code, which authorizes a district to adopt and enforce rules to preserve the sanitary condition of all water controlled by the district.

The Rules generally provide that it is a violation to place, deposit, or discharge, or cause to be placed, deposited, or discharged any non- biodegradable material, including mud, or other foreign materials, substances, or debris, including, but not limited to, motor oil, grass or tree clippings, fertilizer, lot stabilization chemicals, trash or construction debris, or materials prohibited under regulations implemented pursuant to the Federal Water Pollution Control Act or any equivalent Texas law on or into any District property including, without limitation, the District drainage system.
