The Bidder’s Check or Bid Bond will be forfeited and become the property of the Owner should the bidder fail to enter into a contract and furnish bonds acceptable to the Owner within ten (10) days after award of the contract. Place and Time of Award: The District will consider the award of the sale of the Bonds on Wednesday, September 13, 2023 at 11:30 AM, C.D.T. The meeting will be held at the designated meeting place outside the boundaries of the District, at the office of Armbrust & Brown, PLLC, at 100 Congress Avenue, Suite 1300, Austin, Texas 78701. Action will be taken immediately by the Board of Directors of the District to accept or reject the best bid. Each bidder must deliver a Bank Cashier's Check in the amount of $231,800 payable to the order of Williamson County Municipal Utility District No. 31 as a good faith deposit to Specialized Public Finance, Inc., 248 Addie Roy Road, Suite B-103, Austin, Texas 78746, by 10:00 AM, C.D.T., on the date of the sale.
Address of the Bids/Bids Delivered in Person: Written bids, plainly marked "Bid for Bonds" should be addressed to the Board of Directors of Williamson County Municipal Utility District No. 31, and if delivered in person, delivered to Garry Kimball, Specialized Public Finance, Inc., 248 Addie Roy Road, Suite B-103, Austin, Texas 78746, by 10:00 AM, C.D.T., on Wednesday, September 13, 2023. All bids must be signed and submitted on the "Official Bid Form".
Electronic Bidding Procedures: Any prospective bidder that intends to submit an electronic bid must submit its electronic bid through the facilities of PARITY between 9:30 AM and 10:00 AM, C.D.T., on Wednesday, September 13, 2023, as described in the "Official Notice of Sale" described below.

Bids by Facsimile: Facsimile bids will be accepted at (512) 275-7305 between 9:30 AM and 10:00 AM, C.D.T., to the attention of Garry Kimball, on Wednesday, September 13, 2023, all as described in the "Official Notice of Sale" described below.
The District and Specialized Public Finance, Inc. are not responsible if PARITY or the above facsimile number is not functioning or not available, which, in either case, prevents a bid or bids from being submitted on a timely basis.

The bidder whose bid is the lowest bid in accordance with the "Official Notice of Sale" will be notified immediately by Specialized Public Finance, Inc. and must submit a signed Official Bid Form in connection with the sale by 10:30 AM, C.D.T., on Wednesday, September 13, 2023 to Monica Melvin, Specialized Public Finance, Inc. at monica@spfmuni.com. Additionally, pursuant to Texas Government Code Section 2252.908, the District may not award the Bonds to the winning bidder unless the bidder either (i) submits a Certificate of Interested Parties Form 1295 (the "TEC Form 1295"), as prescribed by the Texas Ethics Commission, to the District, before the Board of Directors of the District formally votes to award the Bonds to the winning bidder, or (ii) certifies in the Official Bid Form that it is exempt from filing the TEC Form 1295 by virtue of being a publicly traded business entity or wholly owned subsidiary of a publicly traded business entity, in accordance with the "Official Notice of Sale."
The District reserves the right to reject any or all bids for the Bonds and to waive any and all irregularities except time of filing. This notice does not constitute an offer to sell the Bonds but is merely notice of sale of the Bonds as required by law. The offer to sell the Bonds will be made only by means of the "Official Notice of Sale," the "Preliminary Official Statement" and the "Official Bid Form."
