Any Proposal received after this time will be returned unopened. Proposals shall be plainly marked with the name and address of the Bidder and the following words:

WOODFIELD PRESERVE PHASE 1

STREET, DRAINAGE, WATER AND WASTEWATER IMPROVEMENTS

The Project consists of: Street, Drainage, Water and Wastewater Improvements. All work must conform to Federal, State, and local governmental rules and criteria.

Digital copies of the Plans and Specifications are on file at the Engineer’s office where they may be examined. The contractor qualifications section of the Contract Documents (Bidder’s Statement of Qualifications) may be acquired electronically by contacting the Engineer. Digital copies of the Plans and Specifications may be obtained from the Engineer on or after January 9, 2023. Contact Justin Midura, P.E. or Angela Ploetz at 512-439-4700 for copies.

A bid bond or cashier’s check payable to Lennar Homes of Texas Land & Construction, LTD in an amount not less than five percent (5%) of the Bid Proposal submitted (Bid Security), must accompany each Bid as a guarantee that, if awarded the Contract, the Bidder will, within seven (7) days of award of Contract, enter into a contract and execute bonds on the forms provided in the Contract Documents. The Owner reserves the right to reject any or all Bids and to waive any and all formalities in bidding. The Owner reserves the right to determine which Bids are lowest and are in the best interest of the Owner, and to award the Contract on this basis. The Bid Security of successful Bidder will be retained until such Bidder has executed the Agreement, furnished the required Contract security, and met the other conditions of the Notice of Award, whereupon the Bid Security will be returned. If the successful Bidder fails to execute and deliver the Agreement and furnish the required Contract security within seven (7) days after the Notice of Award, Owner may annul the Notice of Award and the Bid Security of that Bidder will be forfeited. The Bid Security of the other Bidders whom Owner believes to have a reasonable chance of receiving the award may be retained by Owner until the earlier of the seventh day after the Effective Date of the Agreement or the sixtieth (60th) day after the Bid opening, whereupon Bid Security furnished by such Bidders will be returned. Bid Security with Bids which are not competitive will be returned within seven days after Bid opening.

The Advertisement for Bids includes a required Statement of Qualifications with specific minimum qualifications that must be met in order for the Bid to be considered. Lennar Homes of Texas Land & Construction, LTD will hold a mandatory pre-bid conference at the Engineer’s office, 2700 La Frontera Boulevard, Suite 150 Round Rock, Texas 78681, at 2:00 p.m., January 24, 2023, to discuss the process and the required qualifications statement. NOTICE OF INVITATION TO BID

Sealed proposals addressed to Lennar Homes of Texas Land & Construction, Ltd. (the “Owner”), on behalf of the Rancho Del Cielo Municipal Utility District (the “District”), for the construction of “Rancho del Cielo Phase I Neighborhood Park” in Williamson County near Jarrell, Texas will be received at the office of SEC Planning, LLC located at 4201 W Parmer Ln, Ste A220, Austin, Texas 78727 until 2:00 p.m. on Monday, January 30, 2023 at which time the proposals will be publicly opened and read aloud. We will be holding this meeting virtually and in person at the office of SEC Planning, LLC. The conference call information will be provided by the Landscape Architect upon issuing of bid documents. No faxed bids will be accepted. Any proposals received after the closing time will be returned unopened. The Mandatory Pre-Bid meeting for this Project will be held on Tuesday January 23, 2023 at 2:00 pm. Note that the mandatory conference will occur over phone. The conference call information will be provided by the Landscape Architect upon issuing of bid documents.

The “Rancho del Cielo Phase I Neighborhood Park” Project includes construction of a park of approximately ± 0.81 acres. Amenities will include a full-size basketball court, playscape, pavilion, picnic areas, landscape and a design/build irrigation system. Copies may be obtained from the office of the Landscape Architect via electronic transmittal. Fee not required. A Cashier’s Check, Certified Check, or Bid Bond payable to “Lennar Homes of Texas Land & Construction, Ltd.” in an amount not less than five percent (5%) of the total bid must accompany the bid proposals as a guarantee that, if awarded the contract, the bidder will within ten (10) days of the award of the contract, enter into a contract and furnish an acceptable Performance and Payment Bond in the amount of one hundred percent (100%) of the contract price. The Bidder’s Check will be forfeited and become the property of the Owner should the bidder fail to enter into a contract and furnish bonds acceptable to the Owner within ten (10) days after award of the contract. No proposals shall be withdrawn for a period of sixty (60) days after the opening of the bids. NOTICE OF INTENT TO INTRODUCE A BILL

Pursuant to the Constitution and laws of the State of Texas, notice is hereby given of the intention to apply to the 88th Legislature of the State of Texas at its regular session in Austin, Texas for the introduction of a bill, the substance of the contemplated law being as follows:

An Act relating to the creation of the Solana Ranch Municipal Utility District; providing the authority to impose a tax and issue bonds.

The Act proposes to create a conservation and reclamation district to be known as Solana Ranch Municipal Utility District, being a tract of land encompassing approximately 7,088.47 acres located in the unincorporated territory in Bell and Williamson Counties, Texas. The proposed district is located west of Interstate Highway 35 and adjacent to Solana Ranch Road.

The District’s creation is subject to approval at a confirmation election.

All interested persons will, therefore, take notice of the matters and facts set out in the foregoing statement of the substance of the contemplated laws as required by the Constitution and laws of the State of Texas.
