Sealed proposals, in duplicate, addressed to, WBW Single Development Group, LLC - Series 103 ON BEHALF OF WILLIAMSON COUNTY MUD NO. 16, for the construction of Williamson County MUD No. 16– 24 Waterline Extension to Rancho San Gabriel in Williamson County, Texas, will be received at the office of Yalgo Engineering, LLC, 109 W 2nd St. Ste. 201 Georgetown, Texas UNTIL 2:00 PM ON THE DATE OF FEBRUARY 3, 2025 at which time the proposals will be publicly opened and read aloud. The bid is for all the Improvements for the project, which includes approximately 5 miles of water mains, bores and crossings, continuing service to existing customers, and other necessary appurtenances to construct the project.

This Invitation for Bids is for the construction of SALERNO PHASE 12. The work generally consists of Street, Drainage, Water, Wastewater and Erosion Control Improvements (the Project). Sealed bids should be addressed to: KB Home Lone Star, Inc. (Owner) on behalf of Round Rock Municipal Utility District No. 1 (the District). Bids will be received at Carlson, Brigance & Doering, Inc. (CBD, Inc.), Project Engineer, Attn: Lee Whited, P.E., 3rd Floor Conference Room, 5701 W. William Cannon Drive, Austin, TX 78749 at 1:00 p.m. on Thursday, February 20, 2025, for a public bid opening. Bids will then be publicly opened and read aloud. Any bids received after the date and time above will be unopened and not accepted for consideration. Any requests received after the said time and date will not be addressed. An addendum will be issued if OWNER’s staff deems that the Contract Documents require correction or clarification.

A cashier’s check, certified check, or bid bond payable to KB Home Lone Star, Inc., on behalf of Round Rock Municipal Utility District No. 1, in an amount not less than 5% of the total bid must accompany each Bid as a guarantee that, if awarded the contract, the bidder will within 7 days of the award of the contract, enter into a contract and furnish an acceptable performance and payment bonds in the amount of 100% of the Contract price. The Bidder’s surety will be forfeited and become the property of the Owner should the bidder fail to enter into a contract and furnish bonds acceptable to the Owner within 7 days after awarding the contract.

No Proposals shall be withdrawn for a period of 90 days after the opening of the bids. The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding. The Successful Bidder, if any, will be the responsible Bidder which in the Owner’s judgment will be most advantageous to the District and result in the best and most economical completion of the Project.

A Maintenance Bond will be required in the amount of 10% of the contract price and is to remain in force for a period of one year from the date of the letter of final acceptance from Round Rock MUD No. 1.

Prevailing Wage Rates, in accordance with Texas Government Code, Chapter 2258 are applicable to the Project.

ADVERTISEMENT TO BIDDERS

SEALED PROPOSALS addressed to WLH Stonewall LLC for construction of the proposed improvements, in accordance with the Plans, Specifications, and Contract Documents prepared by LJA Engineering, Inc. (Engineer), will be received at the Engineer’s office, 7500 Rialto Boulevard, Suite 100, Building II, Austin, Texas 78735, until 2:00 p.m., February 11, 2025, and then publicly opened and read aloud. Any Proposal received after this time will be returned unopened. Proposals shall be plainly marked with the name and address of the Bidder and the following words:

PROPOSAL FOR STONEWALL RANCH SECTION 15

STREET, DRAINAGE, WATER AND WASTEWATER IMPROVEMENTS

The Project consists of: Street, Drainage, Water and Wastewater Improvements. All work must conform to Federal, State and local governmental rules and criteria.

Copies of the Plans and Specifications are on file at the Engineer’s office where they may be examined without charge. The contractor qualifications section of the Contract Documents (Bidder’s Statement of Qualifications) are available as paper copies or may be acquired electronically if desired by contacting the Engineer. Copies of the Plans and Specifications may be obtained from the Engineer on or after January 20, 2025 for a non-refundable fee of $100.00 per set. Checks for the Plans and Specifications shall be made payable to LJA Engineering, Inc.

A bid bond or cashier’s check payable to the WLH Stonewall LLC in an amount not less than five percent (5%) of the Bid Proposal submitted (Bid Security), must accompany each Bid as a guarantee that, if awarded the Contract, the Bidder will, within seven (7) days of award of Contract, enter into a contract and execute bonds on the forms provided in the Contract Documents. The Owner reserves the right to reject any or all Bids and to waive any and all formalities in bidding. The Owner reserves the right to determine which Bids are lowest and are in the best interest of the Owner, and to award the Contract on this basis. The Bid Security of successful Bidder will be retained until such Bidder has executed the Agreement, furnished the required Contract security and met the other conditions of the Notice of Award, whereupon the Bid Security will be returned. If the successful Bidder fails to execute and deliver the Agreement and furnish the required Contract security within seven (7) days after the Notice of Award, Owner may annul the Notice of Award and the Bid Security of that Bidder will be forfeited. The Bid Security of the other Bidders whom Owner believes to have a reasonable chance of receiving the award may be retained by Owner until the earlier of the seventh day after the Effective Date of the Agreement or the sixtieth (60th) day after the Bid opening, whereupon Bid Security furnished by such Bidders will be returned. Bid Security with Bids which are not competitive will be returned within seven days after Bid opening.

The Advertisement for Bids includes a required Statement of Qualifications with specific minimum qualifications that must be met in order for the Bid to be considered. WLH Stonewall LLC will hold a mandatory pre-bid conference at the Engineer’s office, 7500 Rialto Boulevard, Building II, Suite 100 Austin, Texas 78735, at 2:00 p.m., February 4, 2025, to discuss the process and the required qualifications statement.
