NOTICE OF ADOPTION OF RULES AND PENALTIES

Notice is hereby given that the Board of Directors of North San Gabriel Municipal Utility District No. 1 (the “District”) at a meeting held on January 19, 2023, adopted Rules Governing Sanitary Sewer Lines and Connections, and Rules Regarding Erosion Control and Protection of the District System (the “Rate Order”) providing rules and regulations for connection to the District’s sewer and drainage system, and erosion and sedimentation control, as well as charges for these services. Violation of the District’s Rate Order will subject the violator to penalties, which includes a fine of up to $20,000.00 per breach and/or day, disconnection of water and sewer service, payment of any costs or damages resulting from the violation, and civil and criminal legal action.

NOTICE TO PROPOSERS

Williamson County ESD #3: Williamson County Emergency Services District Number Three, Hutto, Texas

Pursuant to Section 271.116 of the Texas Local Government Code, it is the intention of the WILLIAMSON COUNTY ESD #3 to select a prime contractor by using the competitive sealed proposal process for the construction of buildings and site work located at Hutto Fire Rescue Station No. 4, 161 Klattenhoff Lane, Hutto, Texas. The total estimated budget is $4,250,000.00.

The necessary proposal documents will be available beginning 20 March, 2023. No oral, telegraphic or facsimile proposals will be accepted. No late proposals will be accepted. No proposals may be withdrawn after the scheduled proposal opening deadline. All proposals received after the scheduled proposal opening deadline will be returned unopened.

Each proposal must be accompanied by a cashier’s check or acceptable proposal bond payable to the Williamson County ESD #3 in an amount not less than five percent (5%) of the total proposed contract sum, plus alternates as submitted.

The successful proposer will be required to furnish payment bonds and performance bonds in amounts equal to one hundred percent (100%) of the contract sum, in accordance with Chapter 2253 of the Texas Government Code, within five (5) days of the contract award.

Selection of the successful proposer will be based on the selection criteria set forth in the instructions to proposers. CERTIFICATES OF OBLIGATION, SERIES 2023, IN THE AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $12,000,000

NOTICE IS HEREBY GIVEN that the City Council of the City of Jarrell, Texas (the "City"), at its meeting to commence at 7:00 P.M. on April 25, 2023, expected to take place its regular meeting place, Jarrell City Hall, 161 Town Center Blvd., Jarrell, Texas, tentatively proposes to authorize the issuance of interest bearing certificates of obligation of said City in a total maximum principal amount not exceeding $12,000,000 (the "Certificates"), for the public purpose of paying contractual obligations incurred or to be incurred for: (i) constructing and acquiring improvements, extensions and equipment to the City's water and sewer system, and (ii) the payment of professional services in connection therewith including legal, fiscal and engineering, and the costs of issuing the Certificates. The City presently proposes to provide for the payment of the Certificates by the levy of ad valorem taxes, within the limit prescribed by law, and a limited pledge of not to exceed $1,000 of net revenues of the City's water and sewer system.

The following information is required pursuant to Texas Local Government Code, Section 271.049(b)(4): As of January 24, 2023 principal of all outstanding debt obligations of the City is $29,005,000. As of January 24, 2023 combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $36,547,754. The maximum principal amount of the Certificates to be authorized is $12,000,000. The estimated combined principal and interest required to pay the Certificates to be authorized on time and in full is $17,950,263. The maximum interest rate for the Certificates may not exceed the maximum legal interest rate. The maximum maturity date of the Certificates to be authorized is August 1, 2048.
