City of Liberty Water System and Sewer System Master Plan, Impact Fee, and Rate Study

will be received prior to 2:00 P.M., February 8, 2023, then be publicly acknowledged.

Purpose: The City of Liberty Hill seeks an agreement with a qualified Individual, Firm, or Corporation to provide services to develop a Water and Sewer System Master Plan, Impact Fee, and Rate Study (hereinafter referred to as the “Project”). The Proposed Plan shall:

1.1. Identify solutions to current and future water and sewer system deficiencies and constraints and guide the implementation of water system improvements over a 20-year planning period.

1.2. Include an analysis of the current water availability within City limits and the Extraterritorial Jurisdiction (“ETJ”) where the City has a Certification of Convenience and Necessity (“CCN”).

1.3. Provide updated projections on future water and sewer system demands within the current Urban Growth Boundary (UGB), additional land needs for the Project, and identify all system improvements needed to meet future demands.

1.4. Include an analysis of current Impact Fees, and Rates and make recommendations on adjustments.

1.5. Include recommendations to address the findings of the Proposed Plan.

Beyond the content of the Proposed Plan, the Consultant shall provide administrative support in the preparation of the Plan, including drafting proposed language for any ordinance revisions required to support the Plan, providing materials and presentations for public outreach, including Planning Commission and City Council meetings. If the recommendation in the Plan is to adjust any rates, the rate structure and system development fees will be reviewed under a separate process, document and contract but will be based on the recommendation of the Proposed Plan.

The objective of this project is to complete the Project on, or before eight (8) months from the date of execution, but the City is receptive to alternative proposed timelines of completion.

1.1. Identify solutions to current and future wastewater system deficiencies and constraints and guide the implementation of wastewater system improvements over a 20-year planning period.

1.2. Include an analysis of the current availability within City limits and the Extraterritorial Jurisdiction (“ETJ”) where the City has a Certification of Convenience and Necessity (“CCN”).

1.3. Provide updated projections on future demands within the current Urban Growth Boundary (UGB), additional land needs for the Project, and identify all system improvements needed to meet future demands.

1.4. Include an analysis of current Impact Fees, and Rates and make recommendations on adjustments.

1.5. Include recommendations to address the findings of the Proposed Plan.

Beyond the content of the Proposed Plan, the Consultant shall provide administrative support in the preparation of the Plan, including drafting proposed language for any ordinance revisions required to support the Plan, providing materials and presentations for public outreach, including Planning Commission and City Council meetings. If the recommendation in the Plan is to adjust any rates, the rate structure and system development fees will be reviewed under a separate process, document and contract but will be based on the recommendation of the Proposed Plan.

The objective of this project is to complete the Project on, or before eight (8) months from the date of execution, but the City is receptive to alternative proposed timelines of completion.
