The Owner reserves the right to reject any or all Bids and to waive all defects and irregularities in bidding or bidding process except the time of submitting a Bid. Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain
To: All interested Agencies, Groups, and Individuals
This is to give notice that the City of Florence (City) has determined that the following proposed action under the Texas Department of Agriculture Community Development Program Contract #CDV21-0049, for the purpose of providing water system improvements, is partially located in the 100-Year Floodplain and the City will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988 in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management.
Project Description: The proposed improvements to their existing wastewater system include replacement of old and deteriorating small water lines. The proposed replacement of water lines will improve and benefit the city with reliable water lines that will be recognized as appropriate for the destruction by TCEQ, along with allowing for peak water demand capability in the area with the necessary replacements. Water System: Replace approximately one thousand one hundred ninety linear feet (1,190 l.f) of water line, gate valves, fire hydrant assemblies, service reconnections, trench repair and all associated appurtenances. To include administration services and engineering fees. Replace approximately six hundred linear feet (600 l.f) of water line, gate valves, fire hydrant assemblies, service reconnections, trench repair and all associated appurtenances. Project Location: Beck Street, Lackey Street, and Howell Street, Florence, Williamson County, Texas 76527.
Approximately 0.05-acres of project activities will be in Shaded Zone X of the 500-Year Floodplain on Howell Street. Approximately 0.23-acres of project activities will be in Zone A of the 100-Year Floodplain on Beck Street. The remainder of the project areas are in Zone X, outside of the floodplain. There will be no natural or beneficial floodplain values potentially adversely affected by the activities.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains, and those who have an interest in the protection of the natural environment, should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains it must inform those who may be put at greater or continued risk.
