In an affidavit obtained by the Sun, Georgetown Police Officer Dylan Wright, 26, used information not known to the public and used his position of officer to receive oral sex and have sexual intercourse with a caller who reached out to 911 about a domestic violence assault.
On August 6, Georgetown Police Chief Cory Tchida contacted the Texas Rangers to conduct an independent investigation, after the department received a complaint that a GPD officer had allegedly sexually assaulted a woman on August 1.
Mr. Wright was arrested and charged on August 14 for the third-degree felony offense of Misuse of Official Information, following the Texas Rangers’ investigation. An internal Georgetown Police Department investigation is still ongoing.
Bond was posted for Mr. Wright at $25,000.
Affidavit details
According to the report by Texas Ranger Reid Rackley, at approximately 2:42 a.m. on August 1, Georgetown police received a call from a 41-year-old woman, who said she had been assaulted by her boyfriend. She said the boyfriend was allegedly intoxicated, and shoved, pushed and put his hand around her neck.
Responding to the call, Officer Wright met with the caller in the Walmart parking lot because she had left her apartment to escape her boyfriend, according to the affidavit. Two other Georgetown officers went to the victim’s apartment to locate the boyfriend. After observing scrapes and bruises on the victim, Officer Wright allegedly instructed one of the other two officers to take the boyfriend into custody for family violence and assault.
According to the investigation, another officer — Sergeant Sarah Lewis — responded to the scene, photographed the victim’s injuries as evidence, and noted that the victim said she was afraid her boyfriend would kill her. Ms. Lewis stayed at the scene while Officer Wright completed the pseudonym and emergency order of protection forms, according to the affidavit.
Body-worn camera footage showed that Mr. Wright and the victim interacted while forms were being filled out, according to Mr. Rackley’s report. The officers were then granted access to the victim’s apartment.
At one point, Ms. Lewis stepped out of the apartment to discuss an issue. At this time, according to the affidavit, Mr. Wright was alone with the victim. He allegedly engaged in small talk with the victim, where the victim stated she felt that “all the good men are taken,” Officer Wright — who is 15 years younger than the victim — suggested that she start dating younger men.
Officer Wright briefly exited the apartment to go find Sargent Lewis at 4:30 a.m., then allegedly shut off his body camera and re-entered the apartment. The camera was reactivated about 5 minutes later, according to the affidavit.
While the camera was off, the victim alleges that Officer Wright told her that what she needed was “a young guy who would come by, fuck her, and leave.”
At 4:53 a.m., the officers left the apartment. Ms. Lewis went back to the police station and Mr. Wright went to his patrol car, according to the affidavit.
Then, at 5:10 a.m., Officer Wright removed his body-worn camera from his vest and left it in the patrol car. Mr. Wright told investigators that he went back into the apartment to “continue his official duties and complete official documents.”
Officer Wright and the victim’s testimony about what transpired at this time differ according to the affidavit. Both parties claimed the other made a first move to initiate a kiss, before allegedly performing oral sex on each other and then having unprotected intercourse on the victim’s bed. Officer Wright left the apartment at around 6:09 a.m.
The victim and officer both told investigators that the sexual encounter was consensual, but the victim said “she felt that Officer Wright took advantage of the situation,” that “she was emotionally vulnerable in the moment” and that “Officer Wright preyed upon a victim.” The victim further told investigators that she fears retaliation from GPD officers or Mr. Wright, and that Mr. Wright allegedly told her she could not say anything or he would lose his job.
Officer Wright told investigators he never intended to have sex and said “it was never my goal, it was never my desire, I didn’t want to do it.” He said the victim allegedly got on the bed on her own and initiated oral sex, which led to intercourse without using a condom.
When asked by investigators if he was worried about getting the victim pregnant, the report states Officer Wright said the victim had mentioned her “tubes were tied” as part of the domestic assault investigation earlier that evening.
Officer Wright also told investigators he felt he was “white knighted” by the victim, since he was the protector who came in to save someone from a bad situation. He said he expressed regretting the encounter quickly after the sexual acts were completed.
Based on the research, body-worn camera footage, and interviews, Texas Ranger Mr. Rackley made a recommendation for arrest under the charge Misuse of Official Information, a third-degree felony.
