The Project includes the following Work:

Construction of a greenfield 1.4 million gallon per day (mgd) membrane bioreactor (MBR) North Fork Wastewater Treatment Plant (NFWWTP). The project includes a new primary and secondary headworks, MBR treatment process train, UV disinfection system, effluent facility, odor control system, sludge storage system, sludge dewatering system, and all associated site civil and utility infrastructure such as retaining walls, yard piping, power distribution, grading, paving, and other improvements necessary to deliver a fully integrated and functional treatment facility.

Pre-Proposal Conference

A non-mandatory pre-proposal conference for the Project will be held on 9:00 AM on August 25, 2026 at the South Fork WWTP, located at 1633 LCRA Rd., Liberty Hill, TX 78642. Attendance at the pre-proposal conference is encouraged but not required.

Instructions to Offerors

This proposal will be awarded on a best value basis. Proposals will be evaluated based on the Offeror’s responses to the requirements of this invitation. The Owner reserves the right to obtain clarification or additional information with any firm regarding their proposal. The Owner reserves the right to select a responsive, responsible firm on basis of best value that is most advantageous to the Owner. More specific evaluation criteria are provided in the Instruction to Offerors (Section 00 21 00).

Offerors are expected to inspect the site of the work and to inform themselves regarding local conditions and conditions under which the work is to be done. Attention is called to the provisions of the Acts of the 43rd Legislature of the State of Texas and subsequent amendments concerning the wage scale and payment of prevailing wages specified.

To be accepted, a proposal must be accompanied by a bid security instrument payable to the Owner in an amount not less than five (5%) percent of the total base bid, in the form of either (a) a cashier's check or certified check or (b) an acceptable bidder's bond with a surety authorized to operate in the state of the project.

Performance, Payment and Warranty Bonds will be required on the forms provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the state of the project state to act as surety, or other surety or sureties acceptable to the Owner.

Davis Bacon Act wage rules may apply if the Owner elects to use state or federal funding. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the State or Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. The Owner reserves the right to reject any or all proposals, and to waive formalities. No proposal may be withdrawn within sixty (60) days after the date on which proposals are opened.
